Council to review biosolids composting facility bid

The Sedalia City Council is expected to review a bid recommendation to construct a biosolids composting facility.
The council will take action on a construction agreement at its meeting Monday night in City Hall. A work session for an update on the City Hall renovations and an annual presentation by Sedalia-Pettis County Economic Development Corp. is set to begin at 6 p.m.


Committee meetings are scheduled for 6:45 p.m. The council will convene in chambers at 7 p.m. The agenda includes the construction agreement for the composting facility, which the city has planned to build as an alternative to making about $4 million in improvements at two wastewater treatment plants.


A dozen companies submitted bids ranging from $1,513,000 to $1,898,685 for the compost construction job. City staff recommend the council accept the fourth lowest bid of $1,573,000 from Septagon Construction, of Sedalia.


The lowest bidder, Westport Construction Co. of Clinton, failed to sign the bid documents. Mega Industries from North Kansas City, the second lowest bidder, with $1,550,600 doesn’t have a working relationship with the city, but received a good recommendation from another company. A memo included in the council agenda stated: “In the past, despite being told that references checked well on a particular company, we still have had results that were not positive.” Staff recommended rejecting Westport’s bid due to the lack of working relationship.


Coil Construction, of Sedalia, submitted a bid of $1,571,500. Coil is working on the MoPAC/Amtrak Depot project. Staff suggested passing on Coil’s bid because the city has “experienced less than satisfactory service from them,” according to the memo.


Septagon’s bid is about $21,000 higher than the Mega Industries proposal for a difference of about 1.35 percent. The city is working with Septagon on the downtown streetscape project and has been satisfied with the company’s work.


Other items on the agenda include an ordinance granting a special use permit to Heckart Funeral Home, 916 S. Lamine Ave., for the establishment of a crematory, public hearing regarding a petition to annex property at 3505 S. Park Ave., and a proposal to purchase 612 and 614 S. Ohio Ave.
