NOTICE TO BIDDERS The City of Sedalia Parks & Recreation Department will accept sealed bids for STORM DRAINAGE IMPROVEMENTS until 10:00 a.m. on Friday, December 28, 2018 at the Parks & Recreation Office, 1500 W. 3rd St., Sedalia, MO 65301. Bids will be publicly opened at the Parks & Recreation Office at 10:00 a.m. or shortly after on Friday, December 28, 2018. The work consists of berm and channel grading, storm sewer, curb and gutter, driveway repair, cleaning of existing storm sewer, erosion control, and all incidental and/or related work as necessary to provide a complete project. The successful bidder shall meet with Parks & Recreation staff to negotiate a firm contract for services before any work shall be commissioned. Prevailing wage rates applicable and have been predetermined as required by State Law. Electronic Copies of Plans, Specifications, and Contract Documents for bidding purposes may be obtained from the Sedalia Parks & Recreation office at info@sedaliaparks.com or by calling (660) 826-4930. All questions shall be submitted in writing to Justin Klaudt via email (Justin.Klaudt@wilsonco.com) or fax (816) 942-3013. All bidders are required to submit their proposal on the printed forms contained in the Contract Documents. Proposals shall be submitted in a sealed envelope marked on the outside "STORM DRAINAGE IMPROVEMENTS" with name of bidder. The entire contract book must be bound and submitted with all necessary forms filled out and enclosed. A bidders bond for the amount of 5% of the total amount of the bid made payable to the City of Sedalia must accompany each proposal. Excessive Unemployment Law: The Contractor hereby agrees to comply with the provisions of Section 290.550, et seq., of the Revised Statutes of Missouri (hereinafter the "Excessive Unemployment Law" and incorporated herein by reference), when there is "a period of excessive unemployment" (as that term is defined under the Excessive Unemployment Law). This requirement includes, without limitation, the obligation to use only "Missouri laborers" and "laborers from nonrestrictive states" (as those terms are defined under the Excessive Unemployment Law) in constructing or building any public works project or improvement, except as may otherwise be allowed under the Excessive Unemployment Law. Bidders are informed that the project is subject to the requirements of Section 292.675, RSMo, which requires all contractors or subcontractors doing work on the project to provide, and require its on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration (OSHA) or a similar program approved by the Missouri Department of Labor and Industrial Relations which is at least as stringent as an approved OSHA program. The training must be completed within sixty (60) days of the date work on the project commences. On-site employees found on the worksite without documentation of the required training shall have twenty (20) days to produce such documentation. The City reserves the right to reject any or all bids and waive any irregularities in the bids. No bidder may withdraw his or her bid for a period of sixty (60) days after date of bid opening. The City of Sedalia hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. -Sedalia Parks & Recreation 4x-12/5, 6, 7, 8, 2018
