Man sentenced for Easter 2020 standoff

The following is a sampling of cases that were resolved in Pettis County Circuit Court from May 19 to June 17, according to information from Pettis County Prosecuting Attorney Phillip Sawyer. 

Rance Noble, 42, of Sedalia, was sentenced to 25-, 25-, 25-, 25-, 15-, 15-, 15-, 15-, seven- and seven-year sentences in the Missouri Department of Corrections on 10 separate matters: four counts of first-degree assault, one count of armed criminal action, three counts of unlawful use of a weapon, one count of unlawful possession of a firearm and one count of endangering the welfare of a child. Noble’s case was resolved after a contested sentencing hearing in Johnson County Circuit Court.

According to a Sedalia Police Department report, officers responded to the 200 block of Scott Joplin Court on Easter Sunday 2020 for a report of a male and female yelling at each other. The female met with officers and they observed minor injuries on her body. Court documents state an officer went to talk to Noble, who shut and locked the door of the residence. The officer talked with Noble through the window and learned he had a warrant. 

According to court documents, Noble said he was trying to talk to the female but she would not listen. Noble said when he attempted to give her a hug she began to stab him. He said he was able to take the knife away and pointed to a knife on the sidewalk, which was retrieved by the officer. Noble contended he had stab wounds and the officer saw cuts on Noble’s hand and his side. 

SPD officers attempted to negotiate with Noble for two hours but he was not compliant. Since four children were also in the apartment, officers attempted to enter the apartment. Before they could do so, Noble fired a shot, which struck a ballistic shield held by an officer. Officers did not return fire and set up a perimeter. The MSHP SWAT Team arrived and was in constant negotiations with Noble until he was arrested.

An SPD officer was treated for minor injuries. 

Paul J. Schraml IV, 30, of Sedalia, was sentenced to 20 years in the Missouri Department of Corrections for first-degree attempted statutory rape.

Aleskey L. Kaemper, 27, of Sedalia, was sentenced to two 15-year sentences in the Missouri Department of Corrections for two counts of distribution of a controlled substance (methamphetamine) in a protected location. 

Tammy A. Ballew, 42, of Sedalia, was sentenced to two 15-year sentences in the Missouri Department of Corrections on two counts of delivery of a controlled substance (methamphetamine) and an additional seven years in the Missouri Department of Corrections after her probation was revoked.

Gabriela Pascual, 22, of Sedalia, was sentenced to two 15-year sentences in the Missouri Department of Corrections for two counts of distribution of a controlled substance.

Clark L. Lyles, 62, of Sedalia, was sentenced to seven years in the Missouri Department of Corrections for second-degree assault.

Amanda K. Bobbitt, 39, of Sedalia, was sentenced to seven years in the Missouri Department of Corrections for possession of a controlled substance and an additional seven years in the Missouri Department of Corrections after her probation was revoked.

Mario Madrid, 39, of Sedalia, was sentenced to consecutive seven- and four-year sentences in the Missouri Department of Corrections on two separate matters one count of burglary and one count of stealing.

Brandon Lee Blaylock, 40, of Hughesville, was sentenced to 15-, seven- and seven-year sentences in the Missouri Department of Corrections after his probation was revoked.

Justin David Woolery, 35, of Sedalia, was sentenced to two two-year sentences in the Missouri Department of Corrections on two counts of property damage.

Mario D. Wilson, 20, of Chicago, Illinois, was sentenced to four years in the Missouri Department of Corrections for receiving stolen property.

Troy J. Harms, 40, of Sedalia, was sentenced to seven years in the Missouri Department of Corrections for possession of a controlled substance (methamphetamine) and an additional seven years in the Missouri Department of Corrections after his probation was revoked.

Christopher Lee Ford, 46, of Sedalia, was sentenced to two years in the Missouri Department of Corrections for violation of an order of protection and an additional four-year sentence in the Missouri Department of Corrections after his probation was revoked.

Burl A. Brown, 65, of Sedalia, was sentenced to five years in the Missouri Department of Corrections for possession of a controlled substance (oxycodone) and an additional five-year sentence in the Missouri Department of Corrections after his probation was revoked.

Clorissa M. Youmans, 42, of Sedalia, was sentenced to three seven-year sentences in the Missouri Department of Corrections on three separate matters: possession of a controlled substance (clonazepam), possession of a controlled substance (hydrocodone) and possession of a controlled substance (oxycodone).

Amy Clark, 43, of Sedalia, was sentenced to four years in the Missouri Department of Corrections after her probation was revoked.

Christina Carlock, 44, of Sedalia, was sentenced to three two-year sentences in the Missouri Department of Corrections on three separate matters: possession of a controlled substance (methamphetamine), burglary and stealing.

Justin David Woolery, 36, of Sedalia, was sentenced to two two-year sentences in the Missouri Department of Corrections on two counts of first-degree property damage.

Mario D. Wilson, 20, of Chicago, Ilinois, was sentenced to four years in the Missouri Department of Corrections for receiving stolen property.

Jasmine C. Walker, 20, of Sedalia, was sentenced to two seven-year sentences in the Missouri Department of Corrections on two counts of possession of a controlled substance (methamphetamine) and an additional four years in the Missouri Department of Corrections after her probation was revoked. 

Jonathan M. Rockett, 25, of Smithton, was sentenced to two two-year sentences in the Missouri Department of Corrections on two separate matters: possession of a controlled substance (cocaine) and possession of a controlled substance (hydrocodone).

Daylin Ray Reed, 25, of Sedalia, was sentenced to seven-, seven- and two-year sentences in the Missouri Department of Corrections after her probation was revoked.

Christopher Lee Ford, 47, of Sedalia, was sentenced to two years in the Missouri Department of Corrections for violation of an order of protection.

Melissa L. Dorsey, 33, of Sedalia, was sentenced to three years in the Missouri Department of Corrections for hindering prosecution.

Ricky Glenn Coutts, 60, of Belton, was sentenced to seven years in the Missouri Department of Corrections for second-degree trafficking (methamphetamine).

David A. Chechvala, 22, of Lawson, was sentenced to five years in the Missouri Department of Corrections for possession of a controlled substance (methamphetamine).

Joseph Lee Card, 41, of Sedalia, was sentenced to two two-year sentences in the Missouri Department of Corrections on two separate matters: possession of a controlled substance (methamphetamine) and driving with a revoked license.

David Dotson, 23, of Sedalia, was sentenced to two years in the Missouri Department of Corrections for resisting a lawful stop.

Jeffery Tyler, 33, of Warrensburg, was sentenced to four and two years in the Missouri Department of Corrections for first-degree tampering and resisting arrest.

Juvintino Brenden Martinez, 31, of Sedalia, was sentenced to two four-year sentences in the Missouri Department of Corrections on two counts of driving while intoxicated. Martinez was sentenced to two additional four-year sentences in the Missouri Department of Corrections after his probation was revoked.
